    We work with tourism enterprises, organizations and their staff to help them improve their skills through competency-based training. The Industry Skills Grant Scheme (ISGS) was piloted in four provinces - Bohol, Cebu, Davao and Palawan. The pilot program aimed to increase employment, raise service standards and improve the competitiveness of the Philippines tourism sector.

    PICTourism introduces a new Star rating system, which will help promote the classification of hotel and resorts based on the quality of their facilities, the service standards and how well they promote staff skills development. Read More

    RIA, or Regulatory Impact Assessment, involves making regulations more ‘business friendly’ and aims to cut unnecessary red tape. Unnecessary or excessive rules can affect economic development. Through RIA, we help streamline regulations to enhance a well-functioning economy and promote new businesses in the tourism industry. Read More

About PICTourism

The launch of the Department of Tourism It's more fun in the Philippines campaign has seen an impressive impact on our tourism industry.  To make sure that we continue and strengthen this success, we now put the focus on our people, the ones who make our tourism happen.

We introduce PICTourism - Philippines Improving Competitiveness in Tourism -- a pilot project implemented in four major tourism hotspots: Bohol, Cebu, Davao and Palawan. PICTourism aims to further enrich our competitiveness and make us on par with our ASEAN neighbors.

Building on the world-renowned Filipino hospitality, PICTourism focuses on enhancing quality standards of tourism through interventions in three key areas:

Skills development
through competency-based staff training

A new star rating for accommodation providers
that now includes quality of service

Review of tourism-related regulations
to overcome barriers and spur growth in the tourism sector


PICTourism is a technical assistance project for the Department of Tourism, administered by the Asian Development Bank and funded by the Government of Canada.

Skills Development Program Grantees
